Abstract

This work examines change management in IT projects for Electronic Document Management Systems (EDMS), which are highly sensitive to legislative changes, security requirements, and user resistance. The study analyzes methodologies like Agile, PRINCE2, and ITIL to identify their limitations in the EDMS context. The goal is to develop an adaptive model combining predictive planning for compliance with agile practices for feature development. Using system analysis and expert assessments, the research proposes a hybrid framework that prioritizes changes based on legal impact and technical complexity, aiming to reduce delays and improve user adoption.
