Abstract

The peculiarities of enterprise development strategy in conditions of hybrid threats have been studied. It has been determined that in conditions of hybrid threats, the development vector for enterprises shifts from increasing advantages to maintaining and quickly restoring production processes. It is substantiated that the development of enterprises is not possible without comprehensive state support in creating a favourable environment for attracting investment, innovation and retaining business human resources. It has been established that significant business relocation has led to a change in the priority of sectoral distribution of territories, which will further contribute to the formation of new clusters and hubs.
