Abstract

The article discusses the historical development of the Internet as a special space in which social relations and norms are not based on historical experience and must be created anew. The information space was considered as one of the drivers of globalization, gradually even the term "information globalization" appeared, which means a large volume of information flows on the Internet. It was believed that the norms of international politics do not work in cyberspace and the principles of state sovereignty cannot be applied to it. Over time, this approach has undergone changes and now representatives of various branches of knowledge pay much attention to the study of Internet fragmentation.
