Abstract
The article deals with the theoretical problems of the formation and improvement of the functions of civil society, its transformation and the peculiarities of its relationship with the state in the context of the modern transition to a digital society. It is shown that civil society contributes to the development and strengthening of democratic institutions, the transfer of power by the state to certain public organizations and self-government bodies, its structures are formed mainly from below, and not by order of the state. At the heart of modern civil society is the combination of private and public.
