dc.description.abstract	Стаття присвячена формулювання актуального наукового розуміння сутності переведення державних службовців в Україні. Автором встановлюються основні фактори, які обумовлюють множинність інтерпретацій поняття «переведення працівників», аналізуються переваги та недоліки основних підходів до тлумачення цього поняття. Обґрунтовується, що множина тлумачень переведення працівників є виправданою, однак, не обґрунтованим є: ототожнення переведення працівників із переведенням працівників на іншу роботу; використання підходів до розуміння поняття «переведення працівників», що було актуальним для попередніх етапів становлення трудового права України й не дозволяє в повній мірі відобразити особливості здійснення цієї кадрової процедури в сучасних умовах еволюції трудового права, розвитку ринку праці, а також виробничих відносин. З огляду на це, автором формулюється актуальне визначення поняття «переведення державних службовців», а також уточняється мета цієї кадрової процедури, яку сукупно складають: основна мета (раціоналізація використання трудового потенціалу держслужбовців з метою оптимізації функціонування відповідного органу публічної служби); похідна мета (зокрема, формування та здійснення стимулюючої кадрової політики в органах публічної служби). У висновках до статті узагальнюються результати дослідження та викладаються конкретні пропозиції щодо вдосконалення правового регулювання переведення держслужбовців в Україні. This article is devoted to the formulation of an actual scientific understanding of the essence of the transfer of civil servants in Ukraine. The author defines the main factors that determine the multiplicity of interpretations of the concept of “transfer of workers”, analyzes the advantages and disadvantages of the main approaches to the interpretation of this concept. It is proved that many scientific interpretations of the concept of transfer of workers is justified, however, it is not fully justified are: the identification of “transfer of workers” with “transfer of workers to another work”; the use of approaches to understanding the concept of “employee transfer”, which was relevant for the previous stages of the formation of labor law in Ukraine and does not allow to fully reflect the specifics of the implementation of this personnel procedure in modern conditions of the evolution of labor law, the development of the labor market, as well as industrial relations. Taking this into account, the author formulates an actual definition of the concept of “transfer of civil servants”, and also clarifies the purpose of this personnel procedure. This goal is collectively made up of: the main goal (rationalization of the use of the labor potential of civil servants in order to optimize the functioning of the relevant public service body); a derivative goal (for example, the formation and implementation of a stimulating personnel policy in public service bodies). The conclusions to the article summarize the results of the study and set out specific proposals for improving the legal regulation of the transfer of civil servants in Ukraine.	uk_UA
