Afghanistan is a totalitarian theocracy and emirate in which the Islamic Taliban have a monopoly on power. Dissent is not tolerated and politics is largely confined to internal Taliban political debates and power struggles. The paper argues that because the government is interim, there is no constitution or other basis for the rule of law.
