Анотація
The article examines spontaneous processes that constantly take place in large human communities. Such processes take place under the influence of many reasons, most of which are beyond the control of an individual or even a group of people. Political systems have great stability and are very difficult to reform. Even the use of radical means in the course of reforming the political system does not always lead to the desired results. The old political system is being restored quite quickly, and the main features of the former political system remain intact. The authors try to prove that such difficulties in reforming political systems are connected with an underestimation of spontaneous processes that always take place in the life of human communities.
