Abstract

The growing challenges of the emergence of totalitarianism of a new format, which is generated by the information age, are investigated. The features of the new totalitarianism are revealed. Today, totalitarianism has a much more hidden character, since it uses the modern fashion for "transparency" of everything (state, enterprises, personal life) and the tools for obtaining information about people and events. It is noted that the government and civil society should use the opportunities provided by new channels of information and communication to expand and improve democratic regimes.
