Abstract: Recent research in the area of providing quality of service in telecommunication networks have proved the necessity of new approaches, researches and development for solving problems related to increasing quality of service for traffic flows of different customers. The paper presents the hierarchical concept of congestion management on the telecommunications network nodes in which the method of goal coordination has been determined. Proposed model is suitable for network nodes with multiprocessor or multicore architecture. Each processor was assigned to a macroqueue for which the problem of packet distribution and bandwidth allocation was solved (first level of hierarchy) while on the node coordinator (second level of hierarchy) those results were verified and coordinated using iterative information transfer with first level sequentially improving values of Lagrange multipliers, applying the gradient algorithm. Proposed flow-based hierarchical goal coordination queuing model presented in decomposing form of differential equations.
