Розроблено ряд моделей, що описують процес виділення квот на викиди парникових газів і енергоспоживання. Сформульовано принципи формування бюджетних статей і обгрунтовано важливість державного контролю над системами здоров'я і освіти. Результати дисертаційного дослідження використано для оптимізації розподілу засобів між альтернативними проектами з метою максимізації прибутку на ПП "Сейм", що збільшило прибуток на 12%, збільшило стійкість підприємства за рахунок появи можливості моделювання ключових процесів і зменьшило плинність кадрів. This dissertation is devoted to the solution of questions connected with a transition from the concept of economic growth to the concept of sustainable development. The important role in this matter is played by the organization of an effective public administration. Management efficiency is reached by fulfilling the three conditions of integrated approach, optimality, timeliness. Quoting introduction as a basis of public and interstate administration is suggested in the work. Models of quoting calculation of greenhouse gases emission on the basis of balancing models are synthesized. The special attention is given to the problem of energy consumption and the model of quoting of various energy expenditure is suggested. Nowadays the state is capable to realize the function of society management by means of rigid restrictions (legislative base) and stimulation (the budget financing).
